what did Zac do to have the state in his debt? I would suggest he charge a penalty and start accruing interest until he is paid.
IOU. The State of California sent Zac an IOU for $11.00. If the situation had been reversed, Zac would be assessed a penalty and interest would accrue until he paid up. Makes you wonder.
